Equal opportunity in decision-making: Attainable at last?

Guarantees the feminine quota the equality of opportunities at the decision making?
During the political democratization, Latin America recoved the right to choose its representatives and to postulate themselves to carry out positions elective. ; The quotas or quotas constitute compensatory measures to correct inequality situations and the systematic inclusion in the processes of decision making, In our country the Argentine Republic, after a long period of  facto governments, from 1976 to 1983 which we entered a democracy that has been reaffirmed in these 25 years, the Argentine woman obtained the promulgation of the law of 24,012  -1991  quota of and its prescribed decree of the 1993 that allows to accede to the public positions in a 30% - Argentina was transformed into the first country that adopted a minimum quota (30%)
We must emphasize that Argentina an extensive country of almost 3 million km2 with near 40 million inhabitants being respected this law in all the territory
Referring to us concretely to our country and according to the mentioned law, impediment does not exist to occupy but the high public and politicians as it demonstrates the present picture to it of situation:
There are 4 ministries in charge of women (Defense, Health, Social Development and  the Production) on the other hand the president of the nation is woman chosen by popular vote. A 40% of women are in the Senate and the Interior de Tierra Del Fuego, the austral city but also is a woman even the opposition this led by women,
At first, due to the legislative inexperience, the women occupied the last positions in the legislative lists and governmental, consequently although the spirit of the law stayed in his objective, actually it was insufficient, reason for which this situation was due to correct with decree 379 of the 8 of March of 1993 (Day the International of the woman) Thus in Argentina in 1993 a remarkable increase of the amount of national legislators took place, the participation ascended from 5.4$ to 33.5% of the total of deputies in period 2003/05 and 35.2%, Since 2005 our country  occupied the ninth position of the ranking that registers the presence of women in the national parliaments of the world

The systems can introduce the implementation of quotas, positive discrimination (the fact to introduce a quota) but would be only an instrument because it can become a corporativismo of the sectors in conditions for demanding a space, reason why it would stop being the representative system in our case.
Although, in our country actually it has been gotten to occupy legislative positions and apparent decision such as Presidencies, Governments Ministries or Directions of national organisms these positions in their majority are covered to give fulfilment to the rule and also can exceed the ceiling but in its majority for such positions they grant few genuine representing women, although they journey some trajectory in particular, are remote of the real intentions of the pioneers like example: few are those that use the last name of their Game of Birth and prefer to identify themselves with the last name acquired by marriage or they conserve if it make generally because the same is sent to some excellent personage In addition the clarified ones is dissuaded and kept silence not to want to fight with nonsense’s, therefore the nonsense takes the opportunity to exhibit themselves, to gain fame and to increase the possibility of being chosen in the elections

All of which corroborates that the representative of own identity is very little, many are intimidated and to it the abundance of the granting of spaces by nepotism has to add itself him (that excessive preference that some give to their relatives for the concessions or uses public).
What only gives by result  only a number

The proposal in order to avoid these risks serious of arbitrating necessary means in order that a being exists independent qualifier of the suitability, intellectual and psychological ethics of the petitioners in charge of political government without discrimination of sort to guarantee equality of opportunities at the main positions of the decision making

As  predicted the ex president  Argentine Domingo Faustino by the end of century XIX in an act of the National Academy of Sciences in which there was no a woman said: “In the next century there will be in the Universities more women than men”, something that already happens in Argentina for more than one decade and in those spaces to many directive positions and of decision where not that does not exist quota. they are academic spaces and the access has occupied to the spaces of decision making normally freely has surpassed by capacity the feminine percentage, which corroborates that the one is not the quota that guarantees that equality
